    Hanoi (VNA) – The appropriate reductionof build-operate-transfer (BOT) fees will help ensure the harmony of interestsof the State, investors and people, Deputy Prime Minister Vuong Dinh Hue saidat the ongoing fifth meeting of the 14th National Assembly in Hanoi on June 6.

    The mobilisation of private resources fordeveloping socio-economic infrastructure, including investment in the form ofBOT, is a necessary and proper policy which has achieved important results,especially for transport infrastructure.

    However, there are still shortcomings in theimplementation of BOT projects, Hue said.

    In the coming time, the Government will continuedirecting the revision and supplementation of related legal regulations,including Decree No.30/2015/ND-CP on bidding and selecting investors for BOTprojects.

    The Government will study a draft investment lawin the form of public private partnership (PPP) for submission to thelegislature, he added.

    Ministries and departments are requested topublicise the implementation of BOT projects, especially the organization ofbiddings and selection of contractors.

    The Deputy PM also cleared up some queries aboutland management, environment and climate change adaptation.

    He said the Government is focusing on reviewingand improving the institutional and legal system, policies and mechanisms inthe field to improve the effective use of land and strengthen management andmodernisation of the land information system.

    The Government will concentrate on addressingdisputes and lawsuits relating to land to ensure legitimate rights andinterests of people.

    It will complete national technical standards onenvironment and build an environmental warning and monitoring system, firstlyat industrial parks.

    Besides increasing international cooperation,the country will increase the supervision of cross-border environmental impactsand take effective measures to prevent the entry of out-of-date foreigntechnology and equipment into Vietnam.

    The government will implement effectively thenational strategy on climate change and the national target programme on copingwith climate change and promoting green growth.

    Added to this is building public-privatepartnership and investment incentives for climate change adaptation projects,drawing financial resources, technology and experience in dealing with climatechange, and effectively realising Resolution 120/NQ-CP on sustainabledevelopment in the Mekong Delta, focusing on measures to prevent coastalerosion and saltwater intrusion, and building breakthrough mechanisms torestructure agriculture.-VNA
